As Chief Quartermaster of the 1st Army, by his great energy, complete experience, and loyal efforts, Lieutenant Colonel Luberoff maintained an efficient service and kept a steady flow of all necessary quartermaster supplies to the 1st Army, rendering services of great value to the American Expeditionary Forces.
