The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Mr. Alex Legge, a United States Civilian, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility in connection with the operations of the War Industries Board during World War I. As a member of the Board Mr. Legge rendered, through his broad vision, distinguished capacity, and business ability, services of inestimable value in marshalling the industrial forces of the Nation and mobilizing its economic resources–marked factors in assisting to make military success attainable. As vice chairman of the Board itself and as Chairman of its Requirements Division, he rendered, through his untiring efforts and devotion to duty, exceptionally valuable service to the War Department in matters connected with the supply of raw materials and general munitions to the Army.
