The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General William Campbell Langfitt, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Director of Light, Railways, and Roads, and later as Chief of Utilities, General Langfitt displayed great ability and marked breadth of vision. As Chief Engineer of the American Expeditionary Forces his brilliant professional attainments, untiring energy, and devotion to duty placed his department in a state of efficiency and enabled it to perform its important function in the most satisfactory manner.
