The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Signal Corps) George E. Kumpe, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief Signal Officer of the 3d Army Corps, by his untiring energy, devotion to duty, and excellent technical attainments, Colonel Kumpe established and maintained under great difficulties of terrain and enemy shell fire such thorough signal arrangements as to enable his corps headquarters to maintain communication at all times with the divisions of the corps and adjacent units, thereby greatly contributing to the success of his corps in the Meuse-Argonne offensive.
