The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Judge Advocate General’s Department) Harry T. Klein, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. By his initiative, intelligence, and devotion to the study of French laws on the subject of requisitions and billeting, Lieutenant Colonel Klein had contributed in a marked degree to the highly satisfactory results obtained by the Rents, Requisitions, and Claims Service in the conduct of a task of great magnitude. Later, As Chief Requisition Officer, by his high professional attainments and sound judgment, furthered by a keen analytical mind, he solved many intricate problems which daily confronted him, in the acquisition of property by lease, and in the requisition of billets for our troops.
