The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General James Taggart Kerr, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. While in charge of the Enlisted Men’s Division of the Adjutant General’s Office and of the recruitment of the Army, and later as Executive Assistant to the Adjutant General of the Army, General Kerr’s sound judgment and unremitting industry were important factors in the efficient administration of the Adjutant General’s Department.
