The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major (Chemical Warfare Corps) Charles L. Jolly, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. By displaying untiring energy and enthusiasm in the performance of his important duties, Major Jolly developed efficient gas discipline in the 32d Division, resulting in the prevention of gas fatalities. He was zealous and discerning in the training of troops, achieving brilliant successes. His service was marked by self-sacrificing devotion to the welfare and protection of the men who were with him.
