The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel John Hendricken Hughes, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As a member of the Inspector General’s Department at the Headquarters, Services of Supply, for an extended period of time, by his unflagging energy, sound judgment, and tact, Colonel Hughes handled with conspicuous ability many difficult problems which constantly arose in the execution of his important office. He rendered services of signal worth to the American Expeditionary Forces.
