The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Infantry) Reginald L. Foster, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. During the Meuse-Argonne offensive from 26 September 1918 to 11 November 1918, Colonel Foster commanded his regiment, the 52d Pioneer Infantry, with marked ability and success. By zealous application to his arduous duties, energetic efforts displayed in the construction of roads, care of enemy prisoners, police and salvage of the battle fields, and the handling of ammunition and supplies, he contributed materially to the success of the 5th Army Corps during that important operation, thereby rendering meritorious and distinguished service to the American Expeditionary Forces.
