The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Captain Bernard A. Flood, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief Inspector of the Division of Criminal Investigation on the Staff of the Provost Marshal General, American Expeditionary Forces, Captain Flood organized, coordinated, and directed this important office in a highly efficient manner. The successes achieved by this section are largely due to his sound judgment, untiring efforts, and exceptional ability, and were of great value to the American Expeditionary Forces.
