The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Judge Advocate General’s Department) Cassius M. Dowell, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant to the Provost Marshal General from 10 April to 3 September 1917, Lieutenant Colonel Dowell assisted in the administration of the Selective Service law, being charged with the responsibility of the appointments of all local and district Draft Boards. As Judge Advocate, 26th Division, from 3 September 1917 to 2 January 1918, Chief of Staff, 26th Division from 2 January to 17 April 1918, Lieutenant Colonel 102d Infantry, and for part of the period Commanding Officer of that regiment from 17 April to 13 June 1918, G-3 for the 26th Division from 15 September to 31 December 1918, Lieutenant Colonel Dowell displayed sound tactical judgment, administrative and executive qualities of a high order, and unremitting attention and devotion to his duties, thus rendering services of great value to his Government in a position of great responsibility.
