The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Quartermaster Corps) Franklin D’Olier, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Lieutenant Colonel D’Olier displayed marked ability in the organization and efficient administration of the American Salvage Depot at St. Pierre des Corps, of which he was the Commanding Officer. To his untiring zeal and constant devotion to duty is due the success with which this plant, the largest industrial undertaking in the American Expeditionary Forces, was operated.
