The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Infantry) Franklin Warner M. Cutcheon, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chairman of the Board of Contracts and Adjustments, Lieutenant Colonel Cutcheon supervised and conducted important negotiations with allied governments and their citizens with marked success. His complete knowledge of the legal and financial matters couple with his capacity for work were important factors in the successful management of the Army’s fiscal affairs in Europe, rendering services of great value to the American Expeditionary Forces.
