The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Cavalry) Harry N. Cootes, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief of Staff, 78th Division, during its organization and training period and later during the St. Mihiel offensive, Colonel Cootes displayed tact, sound judgment, and military attainments of the highest order. Due to his ability in coordinating all of the various staff agencies into a harmonious machine, and by his loyalty and untiring energy in carrying out the policies of the Division commander, he rendered services of great value to the American Expeditionary Forces.
