The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Field Artillery) Arthur Hazelton Carter (ASN: 0-104789), United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. While on duty in the office of the Chief of Field Artillery, Colonel Carter displayed great ability in developing the organization of the Field Artillery Central Officers’ Training School; he then proceeded to Camp Taylor, established this school, and administered it in an exceptionally meritorious manner during the remainder of the war.
