The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to General Tasker Howard Bliss, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, in his most exceptional services as Assistant Chief of Staff, acting Chief of Staff, and Chief of Staff of the U.S. Army, in which important positions his administrative ability and professional attainments were of great value to our armies. As Chief of the American section of the Supreme War Council, General Bliss has taken an important part in the shaping of the policies that have brought victory to our cause.
