The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Lieutenant Colonel (General Staff Corps) Nicholas Biddle, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, as Intelligence Officer, in charge of the City of New York, during the entire period of American participation in the World war. Colonel Biddle’s ability as an organizer, his broad experience in large affairs, contributed largely to the failure of the enemy to thwart our military efforts in the City of New York by espionage, sabotage, and propaganda.
