The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Judge Advocate General) Hugh A. Bayne, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant Judge Advocate of the Services of Supply, as Counsel for the United States Prisoners of War Commission, Judge Advocate of the 80th Division and 9th Army Corps during combat operations in France, Lieutenant Colonel Bayne displayed untiring zeal, rare professional ability, and intellectual qualities of a high order. His special knowledge of the French language and the laws of France enabled him to render the Government services of immeasurable value and contributed markedly to the success of the American Expeditionary Forces.
