The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Infantry) Charles W. Barber, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant Chief of Staff, G-1, and later as Chief of Staff, Base Section No. 2, during the period of its reorganization, Colonel Barber displayed exceptional administrative ability and was in a large measure responsible for the efficient organization created for the repatriation of troops through the Port of Bordeaux rendering services of signal worth.
