The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Lieutenant Jeffrey T. E. Vincent, British Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with the 47th Royal Marine Commandos, in action against enemy forces in Holland, on 2 and 3 November 1944. During the fighting on the Island of Walcheren, Lieutenant Vincent, commanding the leading troops of the 47th Royal Marine Commandos, was faced with ferocious enemy resistance in the area of an anti-tank ditch. Disdainful of danger, Lieutenant Vincent went forward to reconnoiter the enemy position, and though painfully wounded, led a successful attack against then obstacle, refusing to be evacuated until the situation was in hand.
