The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major (Cavalry) Frank Tompkins, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility while serving with the 13th Cavalry. At Columbus, New Mexico, on 9 March 1916, having requested and received authority to pursue a superior force of bandits into Mexico, Major Tompkins carried on, after being wounded, a running fight with said bandits for several miles, inflicting heavy losses upon the bandits and only stopping the pursuit when men and horses were exhausted and ammunition reduced to a few rounds per man.
