    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Captain (Cavalry) Theodore Schultz, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. At Naco, Arizona, while serving with the 9th Cavalry on 9 – 10 October 1914, Captain Schultz commanded the most important and most exposed outposts of the American troops engaged in preserving order on the international boundary line. Although his troops were constantly exposed to fire from Mexican attacking forces, by his firmness, tact, and courageous actions he handled in a highly efficient manner a threatening situation, thereby preventing serious international complications and contributing materially to the preservation of law and order on the Mexican border.
