The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Louis Rudolph DeSteiguer, United States Navy, for exceptionally meritorious service in the line of his profession as Chief of Staff of the THIRD Naval District and in command of the U.S.S. ARKANSAS in the Grand Fleet, during World War I.
