The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral William Hannum G. Bullard, United States Navy, for exceptionally meritorious service in a duty of great responsibility as Commanding Officer of the U.S.S. ARKANSAS in the Atlantic Fleet, and later the Grand Fleet, and later still a rear admiral in command of the U.S. Naval Base at Malta.
