The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Sergeant Robert Henry Sillman, United States Army, for extraordinary heroism while serving with Astor Battery, in action before Manila, Philippine Islands, 13 August 1898. Sergeant Sillman gallantly too part, until disabled by a Spanish bullet, in a charge on the enemy’s breastworks, volunteers having been called for by the brigadier general commanding.
