    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Solomon Leroy Jeffers, United States Army, for extraordinary heroism while serving with 33d Infantry, U.S. Volunteers, in action against insurgent forces, near Licuan, Luzon, Philippine Islands, 25 January 1900. With great gallantry and fearlessness Lieutenant Jeffers led seven men up a narrow trail against unknown numbers of the enemy, flanked their position, and killed or captured the entire number.
