The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross, in lieu of a previously issued Certificate of Merit and Distinguished Service Medal, to Sergeant Floyd P. Garrard, United States Army, for bravery while serving as a member of Troop I, 2d Cavalry Regiment, in unhesitatingly going to the relief of a comrade in distress and displaying great presence of mind and fortitude in rescuing that comrade from drowning, at the risk of his own life, at Camp Overton, Mindanao, Philippine Islands, 27 June 1910.
