The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Air Defense Artillery) Joseph S. Edgar, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during the period December 1965 to September 1969, in successive assignments within the Office of the Assistant Chief of Staff for Intelligence, Department of the Army. In these positions Colonel Edgar demonstrated a high degree of technical skill, originality, and sound professional judgment with respect to the development of intelligence capabilities policy, concepts, doctrine, organization, and equipment. He demonstrated outstanding executive ability, tactfulness, and comprehensive knowledge of intelligence and Army doctrine and policy which enabled him to make significant contributions to the development of intelligence support for United States Forces in Vietnam. By his integrity, professional skill, and complete dedication to his assigned tasks, Colonel Edgar contributed substantially to the accomplishment of the Army missions in both peace and combat. His distinguished performance of duty throughout this period was in the finest traditions of the United States Army and reflects great credit on himself and the Office of the Assistant Chief of Staff for Intelligence.
