The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Larry D. Moores, United States Army, for gallantry in action from 3 October 1993 to 4 October 1993, while serving in support of Operation UNOSOM II, in Mogadishu, Somalia. After learning of the Ranger insertion and subsequent encirclement in a heavily defended area of Mogadishu, first Lieutenant Moores led an ad hoc reaction force in attempts to reinforce and assist in the evacuation of the Ranger Task Force. In over twelve hours of combat, he directed a greatly outnumbered force on multiple assaults, under heavy enemy fire, to reach the downed helicopters and Ranger Force. He returned at great personal risk, to the objective area to direct the evacuation of several stranded Rangers. First Lieutenant Moores’ actions are in keeping with the highest traditions of the military service and reflect great credit upon himself, his command, and the United States Army.
