The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pride in presenting the Distinguished Flying Cross with Combat “V” (Posthumously) to Captain Richard Dean Goss, United States Air Force, for heroism while participating in aerial flight over the Republic of Vietnam, on 12 July 1964. On that date, while acting as Advisor-Pilot to the Vietnamese Air Force in a fighter bomber aircraft, Captain Goss piloted his aircraft through devastating Viet Cong ground fire on an extremely important mission. The outstanding skill and bravery displayed by Captain Goss was primary factors in the repelling of a Viet Cong attack on a strategic hamlet. During the flight, Captain Goss’ aircraft was struck savagely by ground fire and only through exceptional airmanship was the mission completed successfully. Captain Goss’ heroic actions, airmanship, and devotion to duty reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
