Jeffrey Fowler graduated from the United States Naval Academy at Annapolis, Maryland, Class of 1978. He served as a junior officer and then as Commander of Nuclear Submarines. Upon achieving Flag Rank he seved as commander, Navy Recruiting Command and director, Naval Europe/Sixth Fleet plans and operations; deputy commander, United States Sixth Fleet; Commander Submarines, Allied Naval Forces South; commander, Submarine Group 8; and commander, Task Forces 164/69. From 2007 to 2010 he served as the 60th Superintendent of the U.S. Naval Academy, and retired in 2010 as a U.S. Navy Vice Admiral.
