    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Joseph E. O’Neill (ASN: 32891230), United States Army, for heroism not involving actual conflict with an enemy of the United States while serving with the 37th Infantry Division, in the Philippine Islands, on 17 June 1945. Private First Class O’Neill was standing on the bank of the Cagayan River when his attention was attracted by the calls for help from a swimmer seized with cramps. Private First Class O’Neill dove into the swift current and swam to the aid of the stricken swimmer. He quickly maneuvered the drowning man into position and swam with him to shore. Private First Class O’Neill’s quick and courageous action saved his comrade’s life. The exemplary courage and heroism displayed by Private First Class O’Neill reflect great credit upon himself and the United States Army.
