    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Captain (Infantry) Harold C. Conrad (ASN: 0-359386), United States Army, for exceptionally meritorious conduct in the performance of outstanding services in the South Pacific Area from 15 November to 28 December 1942, while serving with the 145th Infantry Regiment, 37th Infantry Division. With limited materials and machinery and in addition to his regularly assigned duties, Captain Conrad improvised and constructed 60-mm and 81-mm practice mortar shells. Employing this ingenious aid to training mortar crews are now enabled to perfect their aim and accuracy by observing their fire without danger of injury and without excessive use of live ammunition. By his unusual effort this officer has aided immeasurably in the proficiency and skill of mortar crews and greatly improved their combat efficiency. The singularly distinctive accomplishments of Captain Conrad and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army.
