The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Raymond L. Speer, United States Army, for gallantry in action while serving with the 120th Infantry Regiment, 30th Infantry Division, in action against the enemy on 15 January 1945, in Belgium. First Lieutenant Speer was leading an infantry platoon when, reaching the crest of a hill, with open ground between his men and the objective, the enemy began delivering heavy fire. Realizing that heavy casualties would result unless the assault was rapid, First Lieutenant Speer led his men to the attack. His bravery and devotion to duty resulted in the rapid capture of the objective with a minimum of losses. The bravery, aggressive determination, and exemplary leadership exhibited by First Lieutenant Speer reflect great credit upon himself and upheld the highest traditions of the United States Armed Forces.
