By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Lowa L. Singleton (ASN: 1496485), United States Army, is cited (Posthumously) by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the Machine Gun Company, 30th Infantry Regiment, 3d Division, American Expeditionary Forces, Private Singleton displayed exceptional courage near Cunel, France 6 – 18 October 1918. He carried messages under heavy enemy shill fire even after being wounded. In the performance of his duty he was killed 18 October 1918. [A Distinguished Service Cross was awarded for this action.]

War Department, General Orders No. 130 (1919)The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Private Lowa L. Singleton (ASN: 1496485), United States Army, for extraordinary heroism in action while serving with Machine-Gun Company, 30th Infantry Regiment, 3d Division, American Expeditionary Forces, in the Meuse-Argonne offensive, France, 15 and 18 October 1918. On 15 October, although severely wounded, Private Singleton refused to be evacuated and continued to perform his duties as platoon runner under difficult and dangerous conditions. On 18 October he exposed himself to heavy machine-gun and artillery fire in order to carry water to other members of his platoon, in the performance of which task he was mortally wounded.
