    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Chief Warrant Officer Richard Robert Burroughs, United States Army, for gallantry in action while serving as a Pilot of a UH-60 Blackhawk Helicopter with Company C, 1st Battalion, 160th Special Operations Aviation Regiment (Airborne), in action against the enemy in the Persian Gulf region on 13 February 1991, in support of a Special Forces mission behind enemy lines. Chief Warrant Officer Burroughs flew an escort and strike mission under zero illumination at a dangerously low altitude to evade air defense artillery. In spite of the extremely bad environmental conditions and the constant enemy threat, his courage and determination enable hid crew to flawlessly execute the high-risk mission. The gallant actions and dedicated devotion to duty demonstrated by Chief Warrant Officer Burroughs, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
