The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Airman’s Medal to Second Lieutenant Dominic Carl Vicino, United States Air Force, for heroism involving risk of life at Miramar Beach, Florida, on 31 March 2017. On that date, weather conditions throughout the Florida Panhandle caused turbulent wave activity along the Gulf Coast and dangerous wildlife had also been detected in the waters, resulting in life-threatening conditions which prohibited swimming. While on the beach, Second Lieutenant Vicino heard screams from the water and sighted two drowning individuals approximately 100 yards offshore. Disregarding his own personal safety, he fought through dangerous waves and riptides to reach the victims and began to carry them back to shore. As Second Lieutenant Vicino was towing the two adults back to the beach through treacherous waters, he noticed a responding lifeguard who was also close to exhaustion. After struggling to carry the two victims safely back to shore, First Lieutenant Vicino reentered the water and rescued the distressed lifeguard and returned to shore where all three civilians were rushed to a nearby hospital and successfully treated and released. Second Lieutenant Vicino’s courageous actions protected the lives of three seriously imperiled victims at the risk of his own. The exemplary courage and heroism displayed by Second Lieutenant Vicino reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
