The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Chaplain’s Corps) Hugh M. Black (ASN: 0-2333324), United States Army, for gallantry in action while engaged in military operations involving conflict with an armed hostile force in the Republic of Vietnam. Captain Black distinguished himself by exceptionally valorous action during the period 22 February 1969 to 23 February 1969, while serving as the Chaplain with Headquarters and Headquarters Company, 2d Battalion (Airmobile), 12th Cavalry Regiment, 1st Cavalry Division, during an enemy attack in Tay Ninh Province, Republic of Vietnam. When his unit’s landing zone came under an intense enemy rocket, mortar, and ground attack, Chaplain Black continually exposed himself to the hostile barrage as he moved from position to position, helping to evacuate the wounded personnel to the aid station. At one point during the battle, a crew member of a howitzer section was mortally wounded. Disregarding his own safety, Captain Black carried the casualty to the aid station and then returned to encourage the other members of the section. Throughout the engagement, he moved around the entire perimeter and the encouragement he gave was greatly responsible for the successful defense of the outpost. His performance under fire was an inspiration to the men during the most critical time. Captain Black’s gallant action is in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
