    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain (Corps of Engineers) James Michael Stepp, United States Army, for gallantry in action while engaged in military operations involving conflict with an armed hostile force in the Republic of Vietnam. Captain Stepp distinguished himself by exceptionally valorous actions while serving as Commanding Officer of Company B, 65th Engineer Combat Battalion, 25th Infantry Division, in action against the enemy on 30 June 1968. While on a mine sweeping operation, Captain Stepp’s unit came under an intense enemy attack. Quickly organizing his men amid devastating enemy fire, he led an assault of the hostile emplacement. After the bunkers were destroyed, and with complete disregard for his personal safety, he fought laterally across the fire-swept field and gained a more advantageous position. At this time he was seriously wounded by a hostile sniper. Captain Stepp’s valorous action, personal bravery, and aggressiveness and devotion to duty are in keeping with the highest traditions of the military service and reflect great credit upon himself and the United States Army.
