The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Infantry) Hugh Allan Kelley, Jr., United States Army, for gallantry in action. Captain Kelley distinguished himself while serving as Company Commander of Company B, 1st Battalion, 327th Infantry Regiment, 101st Airborne Division, while on a combat assault in the vicinity of the A Shau Valley, Republic of Vietnam. An enemy force engaged the first two aircraft in the assault with rocket propelled grenade, small arms, and machine gun fire. The initial burst of fire wounded the lead element’s platoon leader and several of his men. Upon learning of the besieged element and the wounded man, Captain Kelley directed his pilot to hover over the landing zone. He leaped to the ground and immediately took command of the situation. He set up a defensive perimeter and directed the deployment of his remaining elements and another company. Then, while under intense enemy fire with complete disregard for his own safety, he led an attack on the machine gun positions and successfully captured them. Captain Kelley’s personal bravery and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
