Captain Dowling distinguished himself by exceptionally valorous actions while serving as Commanding Officer of an Artillery Battery of the 2d Battalion, 77th Artillery Regiment, 25th Infantry Division, in action against the enemy on the night of 1 January 1968. Captain DowlingÕs battery of 105-mm. howitzers took the brunt of an all-out attack by two North Vietnam regiments at FSB Burt near the Cambodian border. Although wounded himself, Captain Dowling organized a defense and directed his howitzers to fire directly into the nearby jungle. The gallant actions and dedicated devotion to duty demonstrated by Captain Dowling, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
