(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Phillip Harry Raign, United States Air Force, for gallantry in action while engaged in military operations involving conflict with an armed hostile force in the Republic of Vietnam. Captain Raign distinguished himself by exceptionally valorous actions while serving as Pilot of an RF-4C Reconnaissance Airplane in the 11th Tactical Reconnaissance Squadron, 432d Tactical Reconnaissance Wing, SEVENTH Air Force, Udorn Royal Thai Air Force Base, Thailand in action against the enemy over Hanoi, North Vietnam, on 27 July 1967. In spite of antiaircraft fire, MiG attack, and possible missile attack, Captain Raign obtained 100-percent coverage of his assigned targets, plus many bonus targets. The gallant actions and dedicated devotion to duty demonstrated by Captain Raign, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Air Force.
