The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant (Air Corps) Thomas H. Whelan (ASN: 0-813272), United States Army Air Forces, for extraordinary achievement while participating in aerial flight against the enemy while serving with the 354th Fighter Group, NINTH Air Force. On 16 August 1944, while leading an element of P-51 type aircraft on a fighter patrol, Lieutenant Whelan demonstrated exceptional courage and gallant leadership in attacking a formation of more than seventy-five enemy aircraft and in affording aid and vital protection to his fellow flyers.
