    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant (Air Corps) Thomas H. Whelan (ASN: 0-813272), United States Army Air Forces, for extraordinary achievement while participating in aerial flight against the enemy while serving with the 354th Fighter Group, NINTH Air Force. On 16 August 1944, while leading an element of P-51 type aircraft on a fighter patrol, Lieutenant Whelan demonstrated exceptional courage and gallant leadership in attacking a formation of more than seventy-five enemy aircraft and in affording aid and vital protection to his fellow flyers. Although out-numbered nine to one, Lieutenant Whelan displayed outstanding tactical proficiency throughout the course of the engagement, and vigorously maintained and pressed home his attacks on the hostile aircraft, assisting in their dispersal. The devotion to duty and outstanding courage exhibited by Lieutenant Whelan on this occasion reflect great credit upon himself and are in keeping with the highest traditions of the Army Air Force.
