Lieutenant Colonel Larkin distinguished himself by exceptionally valorous actions while serving as Commanding Officer of the 3d Battalion, 12th Infantry Regiment, 4th Infantry Division, and with Headquarters, United States Army, Vietnam, in action against the enemy in 1968 and 1969. The gallant actions and dedicated devotion to duty demonstrated by Lieutenant Colonel Larkin, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
