(Citation Needed) – SYNOPSIS: Brigadier General Harry McKenzie Roper, Jr., United States Army, was awarded a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross for extraordinary achievement while participating in aerial flight while serving as Commanding Officer, 168th Engineer Combat Battalion, and subsequently as Commanding Officer, 11th Combat Aviation Battalion, in the Republic of Vietnam, from 1969 to 1970.
