(Citation Needed) – SYNOPSIS: Brigadier General Harry McKenzie Roper, Jr., United States Army, was awarded a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer, 168th Engineer Combat Battalion, and subsequently as Commanding Officer, 11th Combat Aviation Battalion, in the Republic of Vietnam, from 1969 to 1970.
