The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pride in presenting the Distinguished Flying Cross (Posthumously) to Warrant Officer (W-1) Robert Eugene De Vinney, United States Army, for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty while serving with the 235th Aviation Company (Assault Helicopter), 1st Aviation Brigade, in the Republic of Vietnam on 7 December 1969. Warrant Officer DeVinney distinguished himself by exceptionally valorous actions while serving as co-pilot on an armed helicopter of a light fire team near Tra Vinh. When his aircraft received fire from enemy emplacements, he returned accurate, deadly mini-gun and 40-mm. fire upon the numerous enemy positions. He displayed exceptional courage and unselfishness by his immediate response in protecting the others in his fire team. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
