The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Captain (Infantry) Eugene Russell Fowler (ASN: 0-4022769), United States Army, for gallantry in action. Captain Fowler distinguished himself by gallantry in action while engaged in military operations on 25 April 1965, in the Republic of Vietnam. On this date, Captain Fowler was serving as Senior Advisor to a Regional Force Company engaged in a search and destroy operation against the Viet Cong. As the company approached to their final objective they came under heavy fire from the Viet Cong who were occupying well dig in positions. Realizing the company’s vulnerability, Captain Fowler with complete disregard for his own safety, exposed himself to the insurgent fire as he rallied the company and personally led the assault on the Viet Cong positions. It was during this assault that Captain Fowler’s exemplary leadership and devotion to duty inspired the friendly soldiers to continue the assault and rout the enemy. Captain Fowler’s conspicuous gallantry was in keeping with the highest traditions of military service and reflects great credit upon himself and the military service.
