Lieutenant Frazer distinguished himself while serving as the Company Commander on a combat operation in Thua Thien Province, Republic of Vietnam. His company came under heavy attack by an enemy force of unknown size. Unhesitatingly, Lieutenant Frazer moved through a bullet and rocket swept area to reach his lead elements and assist them in locating enemy bunker position to their front. During the initial fighting several of his men were seriously wounded, and his point elements were becoming confused because they could not pinpoint the enemy positions. Lieutenant Frazer, with complete disregard for his own personal safety, moved forward with his machine gun teams and pointed out targets to the gunners. Again exposing himself to intense small arms and machine gun fire, he moved across to his maneuver element and led them to the flanks of the enemy bunkers. This enabled his men to inflict heavy casualties on the enemy, but the fire from the enemy bunkers became so intense that they were forced to pull back to their original starting point. Lieutenant Frazer reorganized his men and started back on a second attempt to take the enemy bunkers when he was mortally wounded by enemy machine gun fire. His personal bravery and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
