The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to First Lieutenant (Field Artillery) Richard E. Bell, United States Army, for gallantry in action in connection with military operations involving conflict with an armed hostile force while serving with the 240th Aviation Company (Assault Helicopter), 1st Aviation Brigade, in the Republic of Vietnam, on 12 May 1969. First Lieutenant Bell distinguished himself by exceptionally valorous actions while serving as aircraft commander and flight lead of a light fire team during a tactical emergency near Thu Thua. Flying in a UH-1C gunship, he was instrumental in the successful operations against an estimated enemy battalion who had taken siege of the town. He manifested personal courage while flying over the enemy’s anti-aircraft and automatic weapons emplacements. He made numerous passes in an attempt to draw the enemy fire from the lift ships and to locate the enemy’s fortified positions. His deadly accurate rocket runs resulted in several destroyed enemy fortifications. Flying in dangerous weather, he marked several anti-aircraft gun emplacements for air strikes. He and his wingman provided maximum cover for the re-supply and medevac missions. Because of his accurate rocket runs the lift ships made several safe and successful insertions. As a direct result of his courage, alertness, and flying skill, many American lives were saved and over 80 enemy were killed. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
